TORONTO – The Toronto Real Estate Board says the number of sales in the Greater Toronto Area in November was slightly higher than the previous month — a positive sign for the industry despite a series of year-over-year declines from last year.The 7,374 homes sold last month represented a drop of 13.3 per cent from November 2016, but 256 sales over October.The board says the average sales price in the GTA for all home types last month was $761,757, down by two per cent compared to November 2016, due in large part to a smaller share of detached home sales versus last year.Prices for semi-detached, townhouse and condo properties were up but the average price of a detached home was down 5.8 per cent at $996,527.BMO economist Benjamin Reitzes said in a note to clients that Toronto-area sales appeared to be “solid” in November.“They’re still down 13.3% y/y, but that’s a big improvement from the near 30% y/y drop in the prior month,” Reitzes wrote.Board president Tim Syrianos said in a statement that demand for housing in the GTA this fall has been above the regular seasonal trend.“Similar to the Greater Vancouver experience, the impact of the Ontario Fair Housing Plan and particularly the foreign buyer tax may be starting to wane,” Syrianos said in a statement.“On top of this, it is also possible that the upcoming changes to mortgage lending guidelines, which come into effect in January, have prompted some households to speed up their home buying decision.”The Office of the Superintendent of Financial Institutions will implement new lending guidelines in January that will require borrowers who do not require mortgage insurance to show they would still be able to make their payments if interest rates were to rise.According to a report by Will Dunning, chief economist for the Mortgage Professionals Canada industry group, the OSFI stress test would affect about 18 per cent of buyers with a reasonable chance of qualifying for a mortgage under the current rules.Of those who fail the test, Dunning estimates, 40 per cent to 50 per cent would be unable to make sufficient adjustments to qualify for a property that they would consider acceptable to their needs.In November, high-density home types continued to lead the way in terms of price growth in the Greater Toronto Area, with the average condo price rising 16.4 per cent to $516,965 compared to November 2016.The average prices for semi-detached homes and townhouses were up 1.2 per cent and 4.8 per cent respectively.In addition, the Bank of Canada has raised interest rates twice in recent months to the current overnight rate of one per cent, signalling a clampdown on cheap borrowing and driving the big bank prime rates and the cost of variable-rate mortgages higher. The cost of new fixed-rate mortgages have also risen as yields on the bond market have moved higher.The board says new listings entered into its MLS system in November amounted to 14,349 — an increase of 37.2 per cent compared to the same period last year when the supply of listings was very low.“We are still seeing seller’s market conditions for townhouses and condominium apartments in many neighbourhoods versus more balanced market conditions for detached and semi-detached houses,” said Jason Mercer, the board’s director of market analysis.
FORT ST. JOHN, B.C. – The City of Fort St. John has released the agenda for next Monday’s Committee of the Whole meeting, which includes the results it gathered from residents to hear their thoughts on what regulations cannabis retail operations would need to adhere to after recreational cannabis becomes legal this fall.The City’s Development Director Ken Rogers will be giving a presentation to Council about the feedback the City gathered during a pair of Dot-mocracy events with residents and on its ‘Let’s Talk’ website during the last week in May and first week in June. According to Rogers, over 700 responses were received in the online campaign, with more than 100 more responses given in person during the Dot-mocracy events.Residents were largely supportive of the City allowing cannabis retail operations to set up shop in most commercial zones, with the overwhelming majority favouring the C-2 Downtown Core and C-3 General Commercial zones. 73 percent of residents favoured the City adopting a 200-metre buffer zone from all schools within the City, while feelings were more mixed about the buffer zone from parks. A slim majority – 52 percent – preferred a 200-metre buffer around all City parks, while 48 percent felt that a buffer of 100 m or less was sufficient. When it comes to how far cannabis retail stores need to be from each other, residents were again fairly split on the issue. 47 percent of respondents felt that at least 200 metres of separation was required, while 36 percent felt that no buffer zone between cannabis retail stores was needed. Overall, 53 percent of residents desired a buffer zone of 100 metres or less.The City also asked residents about their thoughts on where cannabis would be able to be consumed, and if the provincial legislation was adequate. The provincial government announced earlier this year that cannabis smoking or vaping would be permitted anywhere the smoking of tobacco is currently permitted, with the exception of places where children would reasonably be expected to be present, such as schools, parks, playgrounds, or beaches. An overwhelming majority of Fort St. John residents – 83 percent – said they felt the provincial legislation was adequate.In his presentation, Rogers says that the next steps are for City staff to prepare a presentation to Council to discuss a proposed Zoning Amendment Bylaw before the Bylaw itself is drafted. Lucknow: Hitting out at senior SP leader Azam Khan for his derogatory remarks on her, BJP’s Rampur Lok Sabha seat candidate Jaya Prada, Monday said he has transgressed the ‘lakshman rekha’ and is no longer her brother. Khan, without taking names, on Sunday had said it took “you 17 years to understand her reality” but, “I could recognise it in 17 days that she wears a khaki underwear”. The BJP claimed that the comment was made against Prada, who is fighting the Lok Sabha polls against the Samajwadi Party (SP) leader. Los Angeles: Christian Garin claimed his first ATP title on Sunday, weathering a solid challenge from Casper Ruud to post a three-set win in the final of the US Men’s Clay Court Championships. The 22-year-old Garin, who is part of the ATP’s next generation of stars, beat Ruud 7-6 (7/4), 4-6, 6-3 and becomes the first Chilean to win an ATP Tour title since Fernando Gonzalez in 2009. “Casper is a great player I am sure we will play many more finals against each other,” said Garin, who improved his clay court record to 11-3 in 2019. “This is my favourite tournament now and I hope to come back next year.” Garin also won their only previous career meeting last month in Sao Paulo, Brazil and earned his first title in just his 11th career tournament. Not only did Garin pick up the winner’s check Sunday but he will play in his first French Open next month in Paris. Garin reached the final by defeating American Sam Querrey 7-6 (7/2), 6-2. But his road to the final wasn’t easy. He was pushed to three sets in his opening match against Pablo Cuevas of Uruguay and saved five match points to defeat second seed Jeremy Chardy of France in the second round. Ruud, 20, was seeking to become the first Norwegian to win an ATP Tour title. Ruud’s father, Christian, was the last player from Norway to reach an ATP Tour finishing runner-up in 1995 at Bastad, Sweden. Christian Ruud competed on the Tour for a decade. Like Garin, Ruud has been impressive on clay this season. He reached the quarter-finals in February at the Rio Open and then advanced to the semi-finals at the Brazil Open.
