Classic and Maestro cardholders who so far could draw up to Rs 40,000 in a day from ATMs, cannot any more as they have been capped to Rs 20,000. This goes into effect starting Wednesday, 31 October.The centralised bank released a statement regarding this development, saying that if the user requires a higher limit on their cards, they might need to apply for a different card with a higher withdrawal limit. The bank seems to have made this decision to lower the rate of ATM frauds in the country. The classic variant of the SBI card is not a chip based one and still depends on swiping the magnetic strip, which is not difficult to copy or duplicate. A report by the IndiaToday has pointed out that this move could reduce instances of cloning cards. Classic cards that do not come with chip-enabled security will not be able to withdraw over Rs 20,000 starting todayIBT IndiaWith the country’s largest festival season coming up, this could end up affecting over 42 crore customers of the bank, one of the biggest in the country.”We analysed all the ATM transactions and we found that most of them are less than Rs 20,000 a day,” said SBI managing director PK Gupta. However, in cases of reported frauds the bank found that in all such cases, the limit of Rs 40,000 is withdrawn. “So this is basically to protect the customers and secondly, we want that more such (digital) transactions should happen.”

About 1,800 mt of rice and cash Tk 58 lakh and 4000 packets of dry food were allocated as of 25 August. The total amount of relief goods allocated so far is Tk 8,11,74,423.As many as 38 medical teams are now working in the district. Prime minister Sheikh HasinaMentioning that no flood victim will suffer from hunger, prime minister Sheikh Hasina on Saturday said the government will import 15 lakh metric tonnes of food grains, if necessary, for ensuring the food security of people.“We’ll distribute food free of cost among the extreme poor who are unable to buy it. Our plan is to ensure that until the next crops are harvested …not a single person will suffer from hunger,” she said while distributing relief materials and seedlings among flood victims on the premises of Gobindaganj upazila parishad.The prime minister said the government has taken a Tk1,170-million project for the rehabilitation of the flood-affected people in northern districts.Under the programme, she said the farmers would get various benefits till the next Boro crop. Six lakh farmers of six northern districts will get five kg seeds of Boro-paddy, 20 kg DAP, five kg MOP and cash amount of Tk 1000 for the next crop.Besides, the government has undertaken an incentive programme involving Tk 58.77 crore to provide support to the farmers. A farmer will get 10-20 kg DAP fertilizer and 5-15 kg MOP fertilizer so that they face no hurdle in buying seed and fertilizer, she said.Sheikh Hasina said the government was aware that there would be a flashflood this time. “So, we took steps to ensure food for all and avert any possible food scarcity…we’ve already started importing food grains.”The prime minister said the government will distribute Tk 58,77,19,315 among the flood victims alongside continuing the agricultural loan so that they can go for cultivating their next crops. “We’re beside you, and will remain so. About one thousand floating seedbeds are being prepared to produce paddy saplings, she said.Terming flood in Bangladesh as blessings for the country sometimes, she said the underground water which is decreasing day by day is recharged with rainwater and floodwater while flood carries silts to make cultivable land more fertile.She put emphasis on strengthening efforts to reduce the loss of lives and properties to a minimum level at any cost.

Photo: TwitterThe United Nations Human Rights Council asked Bangladesh to investigate all cases of arbitrary killings, enforced disappearances and excessive use of force, and prosecute and punish perpetrators.The inter-governmental UN body also called for establishing the truth about the fate and whereabouts of victims of the disappearances.Such recommendations were made at the ‘Universal Periodic Review’ (UPR) organised by the council in Geneva on Monday.Referring to violence and excessive use of force by state actors during the previous general elections, the UN Human Rights Committee insisted that Bangladesh should ensure the safety and security of all voters during elections.The committee, comprised of independent experts, expressed concern at the high rate of extrajudicial killings and reports of enforced disappearances and the excessive use of force by the state actors, and also at the lack of investigations and accountability of perpetrators.The report, presented there, said from May 2013 until September 2017, 845 cases of extrajudicial killings, about 48 cases of torture to death and about 300 cases of enforced disappearance were documented.The national report, submitted by Dhaka, claimed that the government of Bangladesh “under the leadership of prime minister Sheikh Hasina maintains a policy of ‘zero tolerance’ with regard to criminal liabilities of the members of the LEAs [law enforcement agencies].”“The law in general neither accords immunity to the members of the LEAs from criminal prosecution nor makes any discrimination [sic] their favour,” added the report.A Bangladesh delegation led by law minister Anisul Huq, joined the 30th UPR.Dwelling on the culture of impunity to law enforcement, the UN reports, compiled by the office of the UN High Commissioner for Human Rights, regretted that Bangladesh did not accept that enforced disappearances occurred.The UN recommended establishment of an independent commission to carry out transparent and accountable investigations and prosecutions, repeal the Special Powers Act and reform other relevant laws.However, the Bangladesh report blamed the Rohingya issue for certain human rights problems at home.“The realisation of Bangladesh’s human rights commitments faced setbacks in the face of sudden influx of nearly one million forcibly displaced Myanmar nationals (Rohingyas) to Bangladesh,” it read.Dhaka pledged to continue to host the “forcibly displaced Myanmar nationals” until they voluntarily return to their homeland in safety, security and dignity.The Bangladesh report made at least eight future pledges including further strengthening “national institutions that promote human rights, democracy, good governance and rule of law”.The Human Rights Committee and the Special Rapporteur on freedom of religion expressed concerns about freedom of opinion, expression and association, as well as death threats, physical attacks, intimidation and harassment of journalists, bloggers and human rights defenders.With regard to the judiciary, the Special Rapporteur noted that its problems included a lack of accountability, severe backlogs of pending cases, lack of judges, discriminatory and patriarchal attitudes and the incorrect formulation of cases.The Bangladesh report claimed that the government “recognises independence of judiciary as the key requirement for ensuring access to justice and in that line, it has taken a number of measures to ensure the independence of subordinate judiciary”.
